ISLAMABAD - European Union chief election observer Michael Gahler on Monday described Pakistan's 2013 landmark elections as a step forward, but said the province of Sindh topped in polls irregularities and rigging.
Unveiling preliminary conclusions of EU observers’ team at a packed news conference here, Gahler admitted that some irregularities and rigging took place which hit transparency of the polls process.
He however stated it was encouraging to note that there had been a high turnout
