Black pupils 'failing on purpose'

Hannah Richardson BBC News education reporter  Achievement among African-Caribbean boys has improved in recent years Black schoolboys can choose to perform poorly to avoid undermining their masculinity, the head of the Jamaican Teachers' Association has said.


Adolph Cameron said that in Jamaica, where homophobia was a big issue, school success was often seen as feminine or "gay".


He was concerned the same cultural attitude was affecting African-Caribbean male students in the UK.


They are one of England's worst-performing ethnic groups in schools.


Only traveller children do worse at GCSEs. Although improvements have been made, last year just 40% of African-Caribbean boys achieved five good GCSEs including English and maths compared with the national average of 58.5%.


Mr Cameron, head of the Jamaica Teachers' Association, made the comments in a lecture at an event in Bristol aimed at promoting the educational achievement of black boys and sponsored by the National Union of Teachers.


He noted that in Jamaica boys were at least 10 percentage points behind girls in national tests. Misplaced views about masculinity needed to be tackled in schools.


He said: "Education... takes second place to notions of entrepreneurship as, predominantly our young men, get involved in the informality of what the University of the West Indies academics, Witter and Gayle, have called a 'hustle culture'."

'Woman's activity'

He went on to ask whether the notion of "academic achievement" could co-exist with notions about "black masculinity" in contemporary culture.


In an interview with the BBC News website, Mr Cameron said: "That notion of masculinity says that if as a male you aspire to perform highly it means you are feminine, even to the extent of saying you are gay.


"But in the context of Jamaica, which is so homophobic, male students don't want to be categorised in that way so that they would deliberately underperform in order that they are not."


He said research had suggested that boys in Jamaica deliberately underperformed in literacy tests because the tests were carried out in standard English, and "to speak in standard English is considered a woman's activity".


He went on to suggest the same cultural attitudes affected the learning of African-Caribbean boys in England.

Christine Blower, general secretary of the NUT, said: "There are obviously issues for black boys both in Jamaica and the UK. We need system-wide reform to ensure that the system does not disadvantage black boys.


"Experience tells us that some black boys do achieve, and what we have to do is replicate those systems which enabled them to achieve success."

Parents' website to rate schools

Sean Coughlan BBC News education correspondent  Parents will able to give online reviews of schools with a survey of 12 questions Education watchdog Ofsted is launching a website inviting parents to give their views of schools in England.


Parent View, launching later, offers a 12-question survey covering issues such as bullying and behaviour.


"Parents know how valuable the insight of other mums and dads can be when making choices about schools," said Ofsted chair, Baroness Morgan.


But teachers' union leader Christine Blower has warned that such anonymous reviews are "open to abuse".


Ofsted wants to give parents a stronger voice - and this online questionnaire is intended to allow parents to share their views on their children's schools.


Responses will be published on the website - and they will be saved at the end of the school year to allow annual comparisons.

School reviews

The intention is that parents will use the Parent View website to give first-hand opinions to other parents who are choosing where to send their own children.


When the proposal was announced earlier this year there had been concerns about malicious comments being left on the website.


But there will not be any place for free text, instead parents will be asked to choose from a set of replies. The statements are similar to those currently asked to parents during an Ofsted inspection.

Parents will have to give an email address to register to use the website, but they will be able to leave their comments without identifying themselves to the school.


The questions set out in Parent View are intended to give an evaluation of the academic progress and well-being of pupils at the school.


They will ask parents about their opinions of how well children are taught and also whether children feel happy and safe. It also asks parents whether they would recommend the school to other parents.


Ofsted says it will monitor the results of the surveys and will be part of the information gathered about whether a school needs to be inspected.


"Whilst parents' views alone cannot trigger an inspection, they will provide a vital piece of the jigsaw," said Baroness Morgan.


But teachers have been uncertain about the value of the website - and wary that it could be used unfairly by parents with a grudge.


Christine Blower, general secretary of the National Union of Teachers, said: "It's not clear why parents, who may have quite legitimate questions to which they seek answers, would choose the route of a questionnaire to express their concerns, or otherwise, about a school.


"Apart from the obvious question as to what useful purpose the questionnaire will serve, this is a system which is open to abuse.


"Schools could easily be targeted by parents unfairly, or even in anger, which could result in a false impression being given of the school."

High fees 'deter 10% of students'

Most students still planned to go to university Higher university fees are putting off one in 10 potential students, a survey commissioned by BBC Inside Out suggests.


The survey of 1,009 A-Level students in England found most would probably still go to university despite higher fees.


But about half said they would consider selecting a university closer to home to cut living costs, or one abroad with cheaper fees.


Two-thirds said they would consider apprenticeships instead.


Overall, the survey suggests the benefits of university are viewed as outweighing the costs.

'Job prospects'

It comes as universities are preparing to charge higher fees from the academic year 2012, from when the teaching grant will be cut.


Many will charge as much as £9,000 for a degree course, although these fees will be funded through government subsidised loans.

Although Scottish students studying in Scotland will not have to pay and Welsh students will have their fees heavily subsidised - elsewhere students facing higher fees are expected to seek value for money.


Generally the survey, conducted for the BBC over the telephone by ComRes with 1,009 16 to 18-year-olds, suggests young people believe they will have better job prospects at the end of university than after leaving school.


However, students are worried about their debt and do think it is incredibly hard to get a job after university, it suggests.


Some 51% do not agree that the financial burden of going to university is too much.


The research suggests just under half of students are beginning to look abroad for cheaper study options, while half would consider going to a more local university to save money.


Steve Edwards, of the advice website bestCourse4me, said: "The fact that students considering university are worried about debt chimes with our own survey carried out earlier this year.

'More financial support'

"While we know it may deter some from higher education our message to students is be savvy about your choices. Firstly be sure you actually need a degree for the career you want; just because there's a degree course in it doesn't mean it's always the best route.


"The survey's finding that two thirds of students would consider an apprenticeship is encouraging and suggests that students are willing to be pragmatic."


Universities and Science Minister David Willetts said: "It's important that prospective students are not put off applying to university.


"Going to university depends on ability - not the ability to pay. Most new students will not pay upfront, there will be more financial support for those from poorer families and everyone will make lower loan repayments than they do now once they are in well paid jobs."

Primary heads to ballot on strike

Headteachers and deputes at primary schools across Scotland are being balloted on industrial action in response to changes to their pension.


The AHDS union said its 1,400 members were "horrified" by the UK government pension proposals.


They said the plans would mean members would have to pay more, work longer and get less in retirement.


AHDS general secretary Greg Dempster said it was the first time the union had held a strike ballot.


The ballot will be with members on 25 October and will close at noon on 3 November, in time for the union's AGM.


Mr Dempster told BBC Scotland: "The Scottish government has made clear that it will follow what the UK government does in relation to pensions.


"It says it is opposed to the increase in employee pension contributions but that it has no option as it would incur significant costs.


"If the Scottish Government truly believes that the increase in contributions is wrong then it could take the decision to spend in this area as opposed to others.


"Any policy decision has financial implications, this one is no different."

The new birds and bees

Talking about the birds and the bees is something many parents dread.


But now it's not just sex, parents are expected to give their children a pep talk on a raft of modern hazards from gangs to obesity to internet chat rooms. And one old vice - alcohol - has become a pressing subject for parents in the age of the alcopop and teenage binge drinking.


"Why do Mummy and Daddy drink wine?" is not an easy question to answer. So how should you introduce alcohol to your child?


Offer them a sip of watered down wine and a chat about its potent effects? Or cut your own intake, prohibit them from tasting it, and warn of its addictive properties?


A survey by Drinkaware, a charity funded by the drinks industry, and the website Mumsnet, shows that only 17% of parents have a planned conversation with their child about the perils of alcohol. Four out of five of those surveyed said they will "deal with it when it happens".

As with sex, parents need to prepare their children for alcohol before they begin experimenting. And as long as they pitch the conversation at the right level, the younger they talk about it the better, she believes. A truthful approach is the best. "Tell them that it's nice to have a bit and jolly dangerous to have a lot," she says.


A good approach is to point out drunk people in the street so that they can see alcohol's destructive effect, she says. But what if your four year-old asks you what that red liquid is in your wine glass? "You tell them you're drinking wine but that you don't drink too much of it because otherwise you'll get drunk," she advises.


While it's against the law in the UK to buy alcohol for those aged under 18, it is legal for children to drink at home or at a friend's house, the government's DirectGov website explains. So in theory parents are quite within their rights to offer an 11-year-old a sip of beer or a watered down glass of Rioja.


But is this the right way to go? After years of being told that the French and Italian approach of letting children acclimatise to alcohol in a family setting, the tide is turning against childhood wine tasting.

Maureen Macneill is a Canadian mother-of-two living in Vienna, Austria, with two daughters. Her eldest is 10 and the topic of drinking hasn't been broached yet. "She is interested in tasting and trying my beer. I try to make it clear that it is a 'no no' for children because it's very bad for child development."


Her daughter has just started secondary school in Austria, and "is being exposed to what teenagers are doing. I think drinking and sex will come up at the same time in the next months".


Maureen plans to start with the hard facts: "I'll talk about what heavy drinking does to the brain - and then probably move on to peer pressure. I'm not sure if I want to give her an incentive - no alcohol until 21 and she'll get 5000 euros or something like that. Or I'll let her have a glass of wine with supper at 16, because that's the legal age here."

In 2009, Sir Liam Donaldson, England's chief medical officer at the time, said that children aged under 15 should never drink alcohol. He based his findings on research suggesting that the earlier children began drinking, the greater the chances they would develop a drink problem.


Last year NHS statistics showed that 55% of 11 to 15-year-olds have never drunk alcohol, an increase on previous years.


Liz Fraser, author of the Yummy Mummy's Survival Guide, says parents need to think about their own drinking. She and her husband gave up alcohol during the week once their children became old enough to become aware of their surroundings.


"If children grow up in a household where a bottle of wine is finished off every night they'll think that's okay. And most health professionals would say it isn't." And it would be "ghastly" for your children to see you drunk, she says.


So at what point is it acceptable to offer your child a glass of wine? For Fraser, whose eldest daughter is 13, it's almost inconceivable. "I can't even think it'll ever happen. If you wouldn't offer your own child a cigarette then I don't know why you would offer them a drink or drugs."


The first time she can imagine handing her daughter a glass of wine would be after she'd started university.


The government recommends that 15 to 17-year-olds drink no more than once a week, and only under adult supervision. For some the health message has gone too far and fails to take account of the different ways that children can be introduced to alcohol.

Frank Furedi, author of Paranoid Parenting, says he allows his 12-year-old son a "few drops of wine" with his Sunday meal. "The key thing is not to see it as an illegal drug. You explain what's good for adults and what's appropriate for children."


For too long the British approach has been one of two extremes - to keep alcohol as a secret from children or to let them have a free-for-all with no supervision. Far better that parents are setting a good example, he argues. "If children see their parents having a bottle of wine with their evening meal they'll realise it isn't just something you do to get plastered."


You need to back your action up with words, says Carrie Longton, co-founder of Mumsnet. Occasionally it may be worth admitting to one's own failings, such as when you have a terrible hangover, she says. But there is also something to be said for scaring your child about the dangers of drink, she argues.


What had most impact on her 12-year-old daughter was when she told her something she had read on Mumsnet about a drunk teenage girl who died surrounded by her friends after choking on her own vomit.

Erica (not her real name) lives in Brighton with her two daughters. The eldest is 11.


"I was shocked that one of her friend's parents allowed her to drink alcopops." She hasn't sat down to talk about drinking with her daughter yet but plans to soon.


"I went through a period of drinking too much a few years ago when I was really stressed, and she saw me being sick and that really scared her. She doesn't like me drinking in front of her and in fact I've stopped now, I hope that has put her off."


Erica says when she was 12 or 13 there was a lot of peer pressure to drink and her parents would buy her and her friends alcohol. "I remember getting terrible hangovers and drinking too much. I don't want my daughter to do the same."

Longton admits the story may be apocryphal but says it is a useful way of getting the message across. "You use whatever tactics you can to keep your child safe."


Ironside strongly disagrees about exaggerating the risks. "They'll never believe anything you say again," she says. "They'll soon find friends who have been to hospital after having their stomach pumped and come out fine. It's like saying that after one puff of a joint you're addicted."


It's right that parents talk to their children about alcohol, says Times columnist David Aaronovitch. But it might not do much good. His youngest daughter, 14, has been to two parties recently that had to be stopped because of drunken behaviour and people being sick.


It's a reminder that your children are going to be mixing with lots of other people's children in a world that will often be beyond your control.


"I think it really depends on what kind of peer group your child is socialising with, also on their personality, and then just luck. Could anything have really stopped Amy Winehouse's slide into addiction?"

University applications 'down 9%'

When overseas applications are taken out, the figures show a 12% drop in applications from UK students.


These are the first official application figures for students who will be paying higher tuition fees.


Universities UK cautioned that with months before the final application deadline such preliminary figures remain "unreliable indicators".


The final deadline for most courses is January - but Oxford and Cambridge and medical school applications have now closed and these showed a 0.8% fall.

Impact of fees

The Ucas figures show applications to UK universities up to 19 October - and they will be scrutinised to find an early indication of the impact of raising fees to up to £9,000 per year for many English students.

Toni Pearce, vice-president of the National Union of Students, said: "The indication is that the confusion caused by the government's botched reforms is causing young people to at the very least hesitate before applying to university."


Ahead of these preliminary Ucas figures, a survey commissioned by BBC Inside Out suggested that higher fees will put off 10% of potential students in England.


The survey of 1,009 A-Level students found most would probably still go to university despite higher fees.


But about half said they would consider selecting a university closer to home to cut living costs, or one abroad with cheaper fees.
