DEOs, regional directorates restored 49,000 schools

KARACHI, July 16: With the restoration of the commissioner system in Sindh, the entire education setup has been reverted to the old position existing prior to August 2001, thereby restoring the district education officers for primary and secondary schools and five regional directorates of schools and colleges for all the 23 districts of the province, whereas the post of Director-General (Colleges) has already been abolished.

Moreover, around 49,000 schools — 44,000 primary and 5,000 secondary up to higher secondary level — which prior to the repeal of the Sindh Local Government Ordinance-2001 were being managed by city district governments of Sindh, have now come under the control of provincial education department. The department has started an exercise to ensure smooth functioning of schools and colleges before their re-opening after the summer vacation in the first week of September.

In addition to 49,000 public sector primary and secondary schools, there are 20,000 private schools across the province and their monitoring, inspection and registration is already the responsibility of Sindh education department`s directorate of privately managed institutions. The directorate would continue to do its work.

Giving a break-up of the primary and the secondary schools which prior to the revival of the commissionerate system were under the administrative control of now defunct city district governments of the province, sources pointed out that of the total 49,000 primary and secondary schools across the province, only 3,336 existed in Karachi whereas the remaining were in different parts of interior Sindh.

On the contrary, of the total 20,000 private schools, 16,000 (11,000 registered and 5,000 unregistered) are located in Karachi while the remaining 4,000 are located in Hyderabad, Sukkur, Larkana, Mirpurkhas and other parts of interior Sindh, the sources added.

The sources said that prior to creation of city district governments under the SLGO 2001, the task of monitoring of both public and private sector schools was with the DEOs, but the same task was assigned to the provincial directorate of privately managed institutions after its creation in 2005.

The directorate of privately managed institution would be dealing with the affairs of 16,000 private schools while the remaining four regional directors of the directorate of privately managed institutions stationed at Hyderabad, Sukkur, Mirpurkhas and Larkana would be looking after the affairs of only 4,000 private schools in their respective jurisdictions.

However, sources in the provincial directorate of privately managed institutions said that after the abolition of posts of executive district officers (education), it would not be possible for the directorate to conduct inspections and carry out registration work of as many 20,000 private schools with a manpower of between 150 and 170.

Earlier, the directorate officials used to seek help of EDOs of defunct district city governments for carrying out inspections and registration.

Besides, there are in all 350 public sector colleges across Sindh and their affairs would be managed by five regional directors, located in Karachi, Hyderabad, Sukkur, Larkana and Mirpurkhas.

Earlier, there used to be a director-general (Colleges) for the province but the post has already been abolished, the sources added.
