THE Lahore High Court chief justice on Thursday remarked that both houses of the Parliament had unanimously passed 18th constitutional amendment and made Article 25-A part of the Constitution to provide free education to children up to 16 years of age, therefore, dearth of funds could not be a pretext for its non-implementation.
