Ministry of Science and Technology will develop specialised laboratories in research and education institutions in which each senior researcher will have his own specialised lab and a group of researchers.
A balance between the basic and applied research will be developed to help encourage the creation of new knowledge and marketable technologies.
Expatriate Pakistani engineers and scientists working abroad will be encouraged to work
