The Higher Education Department (HED), Khyber Pakhtunkhwa, is in a fix about how to execute the scheme of monthly stipend being introduced in the budget 2013-14 for encouragement of the unemployed youths, according to officials.
A sum of Rs500 million has been allocated in the budget for paying stipends to newly-graduated master’s degree holders from the universities and seminaries, the officials said. Senior Minister Sirajul Haq had announced during his budget speech that under the scheme
