Schoolteachers association alleges malpractices in transfers, postings

Rawalpindi:The Punjab Secondary Education Schoolteachers Association (PSESTA), Rawalpindi Chapter, has accused the school managements of violating the government orders in transfers and postings of male and female teachers.
PSESTA President (Punjab Chapter) Mohammad Shafiq Bhulwalia and PSESTA Central President Chaudhry Mohammad Aslam Gujar said that the Punjab education secretary has issued clear orders for following merit while making postings and transfers of teachers-instructors, but managements of schools were not following the policy.

The School Education Department of Punjab, through a circular, lifted ban with immediate effect on postings and transfers of teachers in government schools, on June 30, 2011, which would remain imposed till July 30, 2011. While issuing directives, the Punjab government has directed managements of concerned government schools, including primary, secondary, middle and higher, to follow the conditions and merit while making transfers and postings.

However in violation of the provincial government orders, the managements of educational institutions are creating hurdles and problems for teachers, who want transfer and posting to their desired are, they alleged.

The PSESTA representatives alleged that merit is not being followed due to political intervention by parliamentarians. The parliamentarians provide list of their candidates (teachers) to school managements for posting and transfer. They alleged that teachers, who don’t have any approach or connections with MNAs and MPAs of their respective constituencies, are finding it hard to get their services transferred to their desired stations. The school managements direct teachers-instructors to get recommendations from the concerned parliamentarians, if they really want their work done. Otherwise, their cases are being rejected, the PSESTA officials alleged.

They alleged that during last 25 days over 400 transfers and postings have been made and all have been done on political intervention. While the remaining teachers whose cases are genuine for transfer to their desired stations are suffering, as they have no connections.

They appealed to Punjab Chief Minister Mian Shahbaz Sharif to intervene into the matter so that miseries of teachers could be alleviated.

When ‘The News’ contacted Punjab Education Secretary (Schools) Aslam Kamboh for his comments on allegations levelled by PSESTA representatives, he termed it nothing but rumours. “It is only being aired by some teachers. MNAs and MPAs have nothing to do with postings and transfers of teachers. Rather teachers who fail to get their case approved, approach MNAs and MPAs to seek their recommendations. No parliamentarian could provide list for transfers or postings of teachers to school managements,” he added.

He said, “Rather transfers and postings are done by the city district government under the supervision of the concerned DCOs. The concerned DCO enjoys the power of making transfers and postings of teachers up to scale 18 and grade 19.”The news.
