The mover of controversial Higher Education Commission (Amendment) Bill 2012, to deprive HEC of its key powers, ironically thought it advisable not to wait for its formal approval and presented three private bills in the National Assembly for establishment of universities without bothering to follow the set criterion prescribed by the HEC for this purpose.
