KARACHI - The previous democratic government has left a legacy of controversial legislation behind it that were passed in haste during the last few months of its tenure.
One such legislation is the Sindh Higher Education Commission (HEC) Act 2013 that intends to nullify the powers of HEC at federal level.
A close look at the law shows that clauses of the Sindh HEC Act 2013 are contrary with the final recommendations and proposals of the 18th Amendment Implementation
