ISLAMABAD: Pointing out certain incomplete references and ‘loopholes’ in the Abbottabad Commission report, Maulana Fazlur Rehman questioned why the report failed to fix clear responsibility for the security lapse which allowed the US Navy Seals helicopters to fly into Pakistan.
