ISLAMABAD, While the Higher Education Commission (HEC) is without a chairperson for over two months, its executive director has taken three officers on deputation against rules within the last six weeks.
Under the rules, only a 17-member commission of the HEC, headed by its chairman, can make such appointments.
However, the executive director, Dr Mukhtar Ahmed, claims that in order to run the organisation he has every right to hire officers on deputation.
