ISLAMABAD: Rejecting the revised notification of time scale formula, Federal Government Colleges Teachers Association (FGCTA) on Friday announced to challenge it in the Islamabad High Court (IHC).
According to the association, the revised formula not only deprives the college teachers of certain allowances but will withdraw what (the allowances) they have been drawing for the last three years.Unlike the teachers who used to retire in same scale in 80s and 90s, the fresh notification allows promotion, but it denies any fringe benefits.
The former prime minister, Shaukat Aziz, had announced the one scale upgradation formula for teachers in a public gathering on the salam-teachers day in 2006 but ignored college teachers.
On November 8, 2010, the then prime minister, Yousuf Raza Gillani, announced upgradation for all teachers irrespective of school and colleges with effect from 1st Jan 2011.
The Capital Administration and Development Division (CADD) issued notification and started implementing the decision but after two years AGPR raised objection that notification was not approved by the Finance Division.
An official of the Federal Directorate of Education (FDE) requesting not to be identified said that revised notification of time scale formula (available with Dawn) was issued by Finance Division on February 24.
“The revised notification is in suppression of the previous notification dated October 14, 2011, but it deprives the college teachers of the allowances that they have been getting for the last three years,” he said.
“The word ‘promotion’ has been replaced with ‘grant’ which means only basic pay will be adjusted on promotion but allowances/perks will not be granted.
“Now if the benefits already given to the teachers, are withdrawn it will force them to surrender several thousands rupees to the AGPR, pushing the teachers into hot water,” he said.
“The teachers promoted through scale from BS-19 to BS-20 since January1, 2011 are unhappy because they have been denied of the financial benefits.
“The allowances such as orderly (Rs7,000), senior post (Rs1,250) and entertainment allowances (RS600) have been withdrawn though they were earlier awarded to them when they were promoted on January 1, 2011under time scale formula,” he said. “If the deductions are made, each teacher will have to surrender a hefty amount of Rs300,000 or more,” he said.
A teacher working in senior capacity said that if the government withdrew already allotted allowances, it would add to their woes as price hike had already reduced the value of their salary.
General Secretary FGCTA Deedar Ali Baloch said: “We are shocked with a surprise that the Capital Administration and Development Division (CADD) had issued a notification of the Time Scale promotion effective from 1st Jan 2011, without getting it vet from the Finance Division.”
“The teaching community in Islamabad believes that the fresh notification offering promotion without benefits of the next scale will bring bad name for the present government,” he said.
“The teachers in the federal capital find themselves at disadvantageous position compared to the teachers of Khyber Paktunkhaw and Punjab which offer them better promotion structure and other benefits,” he said.
An official of CADD who is not authorised to speak on record said that CADD was also confused about the policy of Time Scale because of so many complaints.
President FGCTA Prof Tahir Mahmood said that association had rejected the revised notification because it gave nothing except for some adjustment in basic pay in the next grade. “FGCTA will move court and will present both the notifications of time scale there,” he said.
