PESHAWAR: In yet another twist to the controversy surrounding the multi-million dollar World Bank provincial healthcare project, Multi Donor Trust Fund (MDTF), there is now a serious question mark over the efficiency of the Health Department and the mechanism through which the six project districts were shortlisted and selected.
